I don't know Tappert's works, but I would have no trouble in locating him as German, Expressionist and probably WW1-1920s. He was clearly very talented but his characters have that harsh, somewhat confrontational appearance so beloved by German expressionists (eg George Grosz, Emil Nolde, Ernst Ludwig Kirchner). His colours were strong as well.
